CPM is investigating (1) China International Marine Containers (Group) Co., Ltd. (CIMC), (2) Shanghai Universal Logistics Equipment Co., Ltd. a/k/a Dong Fang International Containers (Dong Fang), (3) CXIC Group Containers Co. Ltd. (CXIC), and (4) Singamas Container Holdings Ltd. (Singamas) for allegedly conspiring to restrict the output and fix the prices of standard dry shipping containers.

On May 19, 2026, the Department of Justice unsealed an indictment charging the four above-referenced shipping container manufacturers with participating in a cartel that restricted the output and fixed the prices of standard dry shipping containers from November 2019 through January 2024 in violation of Section 1 of the Sherman Antitrust Act.

Allegations Under Investigation

CPM’s investigation focuses on CIMC, Dong Fang, CXIC, and Singamas’ agreement to restrict their output of standard dry shipping containers. Upon information and belief, these shipping container manufacturers agreed to: (a) limit the number of shifts and hours that each production line for standard dry containers could run per day; (b) install video surveillance on all dry container production lines to ensure that the companies did not exceed the agreed upon limitations; (c) not build any new container manufacturing factories; and (d) establish a fund that included a mechanism to penalize financially cheating on the output restriction agreement. The goal of the agreement was to raise the price of standard dry shipping containers, and these shipping container manufacturers successfully did so through the agreement.
