It wasn't until someone brought a lawsuit with the research of scientists stating that smoking was bad that the surgeon general and the government made a change to decrease the overwhelming media publicity of smoking. "All of these things start with the courts, with a noble concept, a courageous judge, and pretty soon it becomes national understanding and it becomes a policy in the country," says McCloskey.
